This research project develops an inclusive, multilingual, and environmentally responsible digital learning framework for higher education institutions and NGOs. It examines how inclusion, digital education, and environmental awareness are currently implemented in Kosovo and Germany, identifying barriers for disabled and minority-language learners. Using interviews, policy analysis, desk research, and digital platform scans, the study finds that inclusion is valued but inconsistently implemented, accessibility and language support vary widely, and environmental education is rarely embedded institutionally. The project proposes a modular, accessible digital framework and will be validated through field research, workshops, and pilot testing in both countries.
