For this purpose we offer <a href=\"https:\/\/www.dbu.de\/en\/promotion\/project-funding\/funding-topics\/\"><strong>11 funding themes plus open-topic funding<\/strong><\/a> as well as temporary <a href=\"https:\/\/www.dbu.de\/en\/topics\/funding-initiatives\/\"><strong>funding initiatives<\/strong><\/a> are available.  The focus is particularly on small and medium-sized enterprises (SMEs).<\/p>\n\n\n\n<p>The DBU also supports <a href=\"https:\/\/www.dbu.de\/en\/promotion\/project-funding\/international-projects\/\"><strong>international projects<\/strong><\/a> with a focus on the countries of Central and (South) Eastern Europe (CEE). Funding for international projects beyond CEE is possible in individual cases.<\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-677482d7-08d6-46a9-92a2-cb078089017b' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Who is supported?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>As a rule, legal entities are funded &#8211; e.g. small and medium-sized enterprises, clubs, organizations, associations, local authorities, scientific institutions and universities. Natural persons and state institutions can be funded in individual cases following a separate review. Special consideration is given to small and medium-sized enterprises (SMEs).  <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-c1f21573-a209-4820-8d75-a4288d11c52a' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>How do I find out whether I have a good chance of receiving funding from the DBU?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Please inform yourself first on this website about <a href=\"https:\/\/www.dbu.de\/en\/promotion\/project-funding\/\"><strong>project funding<\/strong><\/a>. You can also read the <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Foerderleitlinien-Deutsche-Bundesstiftung-Umwelt.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>DBU funding guidelines<\/strong><\/a> &#8211; in particular the section &#8220;Procedural provisions&#8221; &#8211; is recommended, as these define the legal framework for funding.<br>The next step is then to use our <a href=\"https:\/\/www.dbu.de\/en\/promotion\/project-funding\/request-promotion\/\"><strong>online application procedure<\/strong><\/a> to upload a &#8220;project outline&#8221; in order to initiate the technical processing of your request at the DBU. If you have any questions, the DBU staff will contact you. Please note that this does not constitute a technical assessment of the content of your project idea.   <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-8308d140-a629-4565-80ec-660a88130354' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>How much funding is available?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>The amount of funding is reviewed and determined on an individual basis. In principle, own contributions must be provided and verified in DBU-funded projects (information in the section &#8220;Questions on funding quotas, own contribution and overheads&#8221; and in the&#8221;<a href=\"https:\/\/www.dbu.de\/en\/promotion\/project-funding\/#anfrage-arbeitshilfen\"><strong>Working aids for the application<\/strong><\/a>&#8220;). The funding amount per project (excluding own contribution) is often between \u20ac100,000 and \u20ac400,000. Projects with a funding amount of up to \u20ac175,000 are approved by the Secretary General of the DBU. Projects with higher funding volumes are additionally assessed and approved by the DBU Board of Trustees.    <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-aba6cc66-3729-4e5f-991b-f4fc3977ea97' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Which projects are excluded from funding?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>In accordance with our funding guidelines, these are not eligible for funding:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Projects that serve the fulfillment of statutory compulsory tasks;<\/li>\n\n\n\n<li>non-project-related applications from facilities and institutions (institutional funding);<\/li>\n\n\n\n<li>Projects without implementation perspective;<\/li>\n\n\n\n<li>pure investment projects;<\/li>\n\n\n\n<li>projects that have already been started;<\/li>\n\n\n\n<li>Projects for the market launch of developed products;<\/li>\n\n\n\n<li>Projects involving only basic research;<\/li>\n\n\n\n<li>Monitoring Environmental Impacts;<\/li>\n\n\n\n<li>Studies without concrete implementation reference;<\/li>\n\n\n\n<li>Increase in funding from other sponsors;<\/li>\n\n\n\n<li>pure printing cost and travel cost subsidies;<\/li>\n\n\n\n<li>Projects that do not comply with EU state aid law.<\/li>\n<\/ul>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-035fee8b-b6c3-4df8-a107-c44714834f17' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Which projects are not usually funded?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Funding is also generally not considered if a project does not comply with the statutory purpose of the DBU. For information see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Infoblatt-fuer-die-Kalkulation-auf-Kostenbasis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Information sheet for calculation on a cost basis<\/strong><\/a> and in the FAQ &#8220;When can overhead costs be applied for?&#8221; in the section &#8220;Questions on funding quotas, own contribution and overhead costs&#8221;. <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-da38813f-0d7f-460d-bfea-ebaad1cb78f5' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>What obligations do I enter into with DBU funding?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Acceptance of the funding obliges the grant recipients to comply with the DBU&#8217;s funding guidelines, to concentrate their efforts on the project in accordance with the funding application or the work plan and to inform the DBU immediately if:<\/p>\n\n\n\n<p>1) the funding project is interrupted or terminated,<br>2) there is a threat of insolvency or bankruptcy,<br>3) circumstances arise that jeopardize the successful implementation of the project,<br>4) circumstances arise that mean that the ecological or sustainable impact of the project can no longer be achieved,<br>5) they receive relevant funding from another source.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Foerderleitlinien-Deutsche-Bundesstiftung-Umwelt.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>funding guidelines<\/strong><\/a> of the DBU must be observed.<\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n\n<h2 class=\"wp-block-heading\"><strong>Questions about funding quotas, own contribution and overheads<\/strong><\/h2>\n\n\n<div id='dbu_tile_faq_mb-block-9da7351a-0fcb-4729-a5a4-245e05361d86' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Does the funding fall under EU state aid law?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>The funding activities of the Deutsche Bundesstiftung Umwelt fall under EU state aid regulations. The funding guidelines have been notified to the EU Commission. In practice, the classification of funding as state aid means that the admissibility of funding projects must first be measured against European state aid law. Funding modalities with project partners outside the EU are agreed individually with the DBU. See also the <a href=\"https:\/\/www.dbu.de\/app\/uploads\/dbu-media-internationaleprojekte-04-hinweise-zum-eu-beihilferecht-012025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Information sheet on EU state aid law<\/strong><\/a>.   <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-57fd3200-0108-4a53-afca-26ddf31b43c8' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>What are the funding rate and the personal contribution?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>The funding rate is the percentage share of DBU funding in the total project costs that can be invoiced to the DBU. The own contribution is the difference between the total project costs and the proportionate funding provided by the DBU. The use of the total costs including the own contribution must be proven. Only the share corresponding to the funding quota will be paid out.    <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-541afb7d-4b78-4904-a4a9-0f8d9f23ce65' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Do I have to make a personal contribution to the project costs?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>In principle, own contributions must be provided and verified in DBU funding projects, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Infoblatt-fuer-die-Kalkulation-auf-Kostenbasis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Information sheet for calculation on a cost basis<\/strong><\/a>.<br>There are exceptions to this rule in the case of applications for funding on an &#8220;expenditure basis&#8221; by public-law universities in Germany or public-law institutions with basic state funding, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Infoblatt-fuer-die-Kalkulation-auf-Ausgabenbasis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Information sheet for the calculation on an expenditure basis<\/strong><\/a>.<br>Another exception is funding as so-called de minimis aid in accordance with Regulation (EU) 2023\/2831, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/dbu-media-internationaleprojekte-04-hinweise-zum-eu-beihilferecht-012025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Info sheet on EU state aid law<\/strong><\/a>.<\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-8ff9cce5-c594-4fed-9d5e-b691be0f2789' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>What funds can be used to co-finance the project?  <\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>The project can be co-financed from own funds and to an appropriate extent also in the form of voluntary work. In exceptional cases, co-financing from EU and state funds as well as from other sponsors or donations is possible. As a rule, however, federal funds should not be used for co-financing.  <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-7278e5d6-32cb-4fce-b30f-dd47285f3666' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>How high is the personal contribution?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>The own contribution can vary from project to project and for each individual project partner. The following applies within the EU: As a general rule, a minimum 50% own contribution should be assumed. Exceptions apply:  <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Project partners who are entitled to calculate their project expenditure on an expenditure basis, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Infoblatt-fuer-die-Kalkulation-auf-Ausgabenbasis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Information sheet for the calculation on an expenditure basis<\/strong><\/a>.<\/li>\n\n\n\n<li>Funding as de minimis aid in accordance with Regulation (EU) 2023\/2831, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/dbu-media-internationaleprojekte-04-hinweise-zum-eu-beihilferecht-012025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Info sheet on EU state aid law<\/strong><\/a>.<\/li>\n<\/ul>\n\n\n\n<p>As a rule, companies bear 75% of development-related project costs and 50% of research-related project costs. Supplements that reduce the amount of the own contribution are possible for small and medium-sized enterprises and for cooperation projects, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/dbu-media-internationaleprojekte-04-hinweise-zum-eu-beihilferecht-012025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Info sheet on EU state aid law<\/strong><\/a>. <\/p>\n\n\n\n<p>Determining the upper limit for funding permitted under EU state aid law, from which the minimum amount of the own contribution to be made is derived, can be time-consuming in individual cases.<\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-e85c51e4-cca2-45e4-b0a3-434f8e4f90f7' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>When can overhead costs be claimed?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Overhead costs can be applied for if employer contributions for social benefits (social insurance, health insurance, etc.) are incurred or if existing infrastructures to be maintained by the funding recipients (workplace costs including IT costs and building management costs, etc.) must be used for project implementation. In such cases, a flat-rate cost allowance of up to 45% may be applied in relation to the gross employee salaries and material overheads incurred in the project to a limited extent. For further options, please refer to the <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Infoblatt-fuer-die-Kalkulation-auf-Kostenbasis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Info sheet for calculation on a cost basis<\/strong><\/a>. It is not possible to apply for additional &#8220;overhead costs&#8221;.   <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-b1e7cef4-d4f8-4a4a-9b2a-3e1807c678d5' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Is multiple funding possible?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Generally no. However, there are exceptions, e.g. for the co-financing of your own contribution by third parties. <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-4fc1e058-a4d5-409e-8c07-9a8f2bf50e1d' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Is the grant a loan?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>It is not a loan. Funding is provided in the form of an earmarked, non-repayable grant. The use of the total project costs must be proven to the DBU.<\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n\n<h2 class=\"wp-block-heading\"><strong>Questions about deadlines and formalities<\/strong><\/h2>\n\n\n<div id='dbu_tile_faq_mb-block-9bc72117-f045-471c-8fc3-d9d5b8c4b9db' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>How does the application process work?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>We prefer a two-stage application process:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Project outline<\/strong>: We recommend that you first submit a short project outline via our online portal for an initial assessment of your project idea (three to ten pages; for content and structure, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Hinweise-zur-Antragstellung.pdf\"><strong>Notes on submitting an application<\/strong><\/a>)<br><br><\/li>\n\n\n\n<li><strong>Funding application<\/strong>: If your project idea matches the funding purpose and the funding opportunities, the DBU asks you to submit a complete funding application based on your project outline if there are concrete funding opportunities for the project (guideline: 20 pages; for content and structure, see <a href=\"https:\/\/www.dbu.de\/app\/uploads\/Hinweise-zur-Antragstellung.pdf\"><strong>Notes on submitting an application<\/strong><\/a>).<\/li>\n<\/ol>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-8fd66832-dea0-4a60-96ac-c292e3edc1c1' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>Is there a deadline for submitting the application?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>Applications can be submitted at any time. However, we advise you to submit the application or project outline as early as possible. You should expect several months before a funding decision is made and there is strong competition for funding.  <\/p>\n\n\n                        <\/div>\n                    <\/div><\/div>    \n\n<div id='dbu_tile_faq_mb-block-a829b569-e48d-4746-bbf5-f3209b76274e' class='dbu-tile__container '><div class='dbu-tile__faq'><h4 class='dbu-tile__faq-headline'>How long will it take the DBU to process my application?<\/h4>                        <div class=\"dbu-tile__faq-content\">\n                            \n\n<p>This depends on the quality of the submitted project outline or full application and the amount of funding requested. If all the necessary data is complete and the content of the application is excellent, you can expect a processing time of around four to six months. If further queries are necessary, it will take correspondingly longer. An initial project outline should not exceed ten pages. The basic rule is: as long as necessary, as short as possible. This means that the date of approval is the cut-off date from which project costs may be incurred and invoiced. A different date for the start of the project can also be set with the approval of the DBU. Each individual project partner prepares their own cost plan. The individual cost plans are then attached to the application together with a joint cost overview. The project partners usually conclude a detailed cooperation agreement after approval; the willingness of all project partners involved should already be declared in the application.
