DBU Secretary General Alexander Bonde emphasized that as a critical journalist, which he had remained until he left the DBU, Elpers had also set many impulses in the DBU in terms of content.

Elpers was born in Warendorf, Westphalia. After high school graduation and basic military service, he completed a daily newspaper traineeship at the Westfälische Nachrichten (WN) in Dülmen. He worked at the WN and later at the daily newspaper "Die Glocke" as an editor and head of the editorial department. While working, he studied communication sciences with politics, economics, law and history as minor subjects at the Freie Universität Berlin. From 1991 to 1994 he was head of the public relations department of the German Equestrian Federation (Warendorf). He joined the DBU as press officer in 1994 and in 2001 he became deputy head of the staff department.
